Following from Chiefs of Staff.

Your G.2110. C-in-C. Hong Kong reports that Chinese and American representatives have been his guests for four days. Further delay in carrying out formalities of surrender will make them a farce.

2. We have now met Chinese point of view as far as we can and do not understand what is holding up the issue of necessary authority to American and Chinese representatives.

3.

Unless you see very strong objection wo propose to authorise C-in-C. Hong Kong to take formal surrender on September 16th and you should take any necessary action with the Generalissimo.
